Project objectives

The overall objective of the project is to implement close cooperation between the Estonian and Latvian authorities involved in the River Basin Management Planning to improve efficiency of management of the common water bodies. The cooperation will aim to updating joint assessments for the trans-boundary water bodies of Gauja/Koiva and Salaca/Salatsi river basins, taking into account outputs of relevant previous cooperation (i.e. the EST-LAT Gauja/Koiva project), to developing joint monitoring program and revising programs of measures, to exchanging knowledge and good practices on relevant issues for efficient water management.

The main project’s specific objective is to prepare joint action plan of measures for the trans-boundary river and lake water bodies of Gauja/Koiva and Salaca/Salatsi river basin, which will be compiled as the result of bilateral cooperation involving also local authorities and possible measures’ implementing authorities in both countries. The joint action plan of measures will be built on updated assessments of the water bodies, on analysing and revising measures for ensuring good environmental state of the water bodies, on performing the economic analysis that is relevant for planning and decision making on efficient measures.

One of the objectives of the project is to develop a joint monitoring program for the trans-boundary water bodies of Gauja/Koiva and Salaca/Salatsi river basin as the result of fruitful cooperation between specialists and authorities of the two countries.

An important specific objective of the project is to improve the exchange of knowledge and good practices between Estonia and Latvia, including, IT tools, using models, RBMP implementation agreements, implementation of the RBMP on national and local level. Together with exchange of knowledge and good practices the workshops (trainings) will be organized for municipal authorities and measures’ implementing authorities situated in the common water bodies of Gauja/Koiva and Salaca/Salatsi river basins.
